Digital health transformation

Competence center for digital transformation of the healthcare sector was created on the base of TsNIIOIZ in 2019  within the frames of the federal project  “Creation of the single digital circuit in healthcare based on the Unified State Health Information System” of the “Healthcare” national project.

Functioning of the MortalityCodingCenter is aimed at fulfilling the task on improving the quality and coherence of population mortality data contained in the state information resources and recording the information about deceases persons through the Unified State Health Information System. The Center performs the power of the Federal Consulting and Methodical Center (FCMC) in creation and implementation of the subsystem for recording death cases in   the Unified State Health Information System including educational and methodical provision, monitoring and consulting support for the activity of the constituent entities of the Russian Federation.

Formation of structured electronic medical documents (SEMD) for conducting electronic medical document management of the Health Ministry of Russia.

The most important solution of the digitization problem is providing electronic medical document management (EMDM) based on structured electronic medical documents (SEMD). The solution includes the system of interdepartmental electronic interaction (SIEI), federal registers, vertically integrated health information systems (VIHIS), and specialized information systems implemented within the frames of “Healthcare” national project.

Technical customer service for Digital Transformation projects was established in 2020. Its goal is to provide organizational and methodical unity in implementation of individual objectives and management functions for the digital transformation projects of department digital transformation programs with the assignment or distribution of powers to insure.
